As we strategically expand beyond reliance on a single primary customer in the Eyewear industry, we aim to strengthen our presence in the Travel & Luggage and Sportswear segments by partnering with smaller and midsize companies that share our values. This transition drives the need to enhance our existing Technical, Product Development, and Sourcing capabilities.  

job summary

As a Technical and Development Manager, you are responsible for the smooth operation of the Technical, Product Development, and Sourcing departments in Siem Reap, Cambodia, with strong links to Chinese entities to ensure timely and cost-effective product development and new product introductions. The Technical and Development Manager plays a crucial role in ensuring customer demands are met versus operational capacity and capabilities. The key competitive advantage of the Pactics Group is embedded in the capability to develop new products together with our clients. 

what you will be doing

Strategic Leadership for Technical, Product Development, and Sourcing: 

  • Develop and implement tailored programs, policies, and procedures to guide our teams in achieving strategic goals, considering the unique dynamics of each product line. 
  • Strategically allocate resources and cultivate competencies within departments to foster technical excellence and drive innovation, optimizing project management skills, textile knowledge, and processes for Sportswear, Travel and Luggage, and Eyewear Accessories. 
  • Stay up to date on industry advancements, ensuring our teams are equipped with cutting-edge tools and technologies relevant to each product group. 

 Customer-Centric Approach: 

  • Establish robust communication channels with customers within each product line, ensuring their specific needs are understood and addressed promptly. 
  • Ensure customer communication within the teams is precise and effective, actively improving communication skills and methods within the departments. 
  • Foster close collaboration between Business Development and Order Fulfillment teams to successfully onboard new customers, ensuring a seamless transition from initial contact to product delivery and beyond. 

 Materials Management and Strategic Sourcing: 

  • Develop and curate comprehensive material libraries for each product line, ensuring alignment with strategic objectives and the distinct requirements of Sportswear, Travel and Luggage, and Eyewear Accessories. 
  • Collaborate closely with the sourcing department to develop and execute material strategies, emphasizing the strategic importance of materials within each line. 
  • Ensure the availability of up-to-date material information and knowledge throughout the organization and from suppliers. 

 Costing Engineering and Financial Oversight: 

  • Implement processes to enhance costing accuracy and efficiency specific to each product line, considering the unique cost dynamics of Sportswear, Travel and Luggage, and Eyewear Accessories. 
  • Provide costing expertise and guidance to ensure alignment with financial objectives and the distinct requirements of each line. 

 Cross-Functional Collaboration: 

  • Foster strong collaboration and communication with departments such as Supply Chain, Production, and Industrial Engineering. 
  • Develop and execute New Product Introduction Plans (NPIPs) specific to each product category, facilitating seamless transitions to production and ensuring timeliness. 
  • Serve as a central point of contact for accurate information, facilitating seamless processes and project execution across different product lines.

  • Bachelor’s degree or higher in Engineering, Business Administration, or related field. 
  • Demonstrated leadership experience in product development, engineering, and sourcing roles, showcasing a proven track record of driving innovation and delivering tangible results. 
  • In-depth knowledge of material science, product development methodologies, and manufacturing processes, providing a solid foundation for strategic decision-making. 
  • Exceptional (cross-cultural) communication, negotiation, and interpersonal skills, enabling effective collaboration across teams and with external stakeholders. 
  • Ability to thrive in a dynamic, fast-paced environment, adept at managing multiple teams and priorities with ease while maintaining a focus on achieving organizational objectives.
